How do you stop rioters who are muslim based and supposedly poor? You build them a beach in the inner city.

French beach rises amid housing projects
Courneuve Plage, or beach, was created to entertain youths from families too poor to take part in France's traditional summer ritual — the trek to the seaside, mountains or inland waterways.
Modeled after Paris Plage — the artificial seaside stretching along the Seine that has kept Parisians cool each summer since 2001 — the Courneuve beach is set in a field nestled amid the high-rises.
It's a sandy playground replete with three pools, trampolines and other activities. A food stand features spicy merguez sausages, the North African equivalent of a hot dog.
"This is a real working-class town with people who can't go on vacation. So we bring the vacation to them," said Thierry Touzet, the town hall official in charge of the project.
But there is a difference here from Paris Plage: 50 monitors survey activities and 20 mediators ensure against trouble. On some days, police from RAID, an elite crisis intervention squad, man a rock-climbing tower they contributed.
The 6,500-square-foot spread is but a stroll from the neighborhood where a year ago an 11-year-old boy was killed by two stray bullets, prompting Interior Minister Nicolas Sarkozy to threaten to "clean up ... with a power hose."
That remark, and his later reference to troublemakers in the projects as "scum," still sting. The comments were viewed as fueling the anger of youths in the projects, many jobless and coping with bias because of their non-European looks or accents or undesirable addresses.
Not going on vacation is for many of these youths one more form of discrimination, said sociologist Marc Hatzfeld, who specializes in France's troubled project neighborhoods.
"They would like to be like middle-class youths, be near the beach with pretty girls, music," he said. "But they aren't like others. Their destiny is not that of other French, not all of them."
Many youths return in the summer to their families' home country, often Algeria or Morocco. Many others are stuck in the projects.

Hotels at an Italian seaside resort are eager to act on the town's decision to authorize the creation of all-female beach sections for Muslim women, with at least one hotel owner saying Friday that plans are already under way to open the first of such secluded areas next month.
The city council of Riccione, a popular resort on Italy's Adriatic coast about 90 miles east of Florence, has said it is prepared to authorize requests to set up partitions on parts of the shoreline to satisfy requests from the town's growing numbers of Arab and Muslim tourists.
"They can have anything they want, but they can't go to the beach, at least not without all those heavy clothes," Attilio Cenni, owner of the upscale Grand Hotel des Bains, said of his female Muslim guests.
Cenni said he plans to open the first secluded section starting in September on a stretch of shoreline of about 1,000 square meters (10,000 square feet) and to expand further next season across the more isolated beaches on Riccione's outskirts.
He also plans a TV advertising campaigns in Saudi Arabia and the United Arab Emirates, Cenni told The Associated Press in a telephone interview.
