Violation of the Constitution

Reps Obey and Levin have clearly a different concept of understanding of the Constitution then what I was taught in civics class.

Amendment XVI, ratified February 3Rd 1913, states the following:

The Congress shall have the power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration.

This amendment does not state that the taxes collected should only be upon a certain segment of the people. It just states that the basis of the tax does not have to be based on any certain criteria. It would seem to me that any tax proposed on only one segment of the public is at the least unethical , and at the worst immoral.

The proposal is a 1% tax on the lowest incomes, moving upward to 5% on the more wealthy with an additional tax on those who make more then $200,000.00.

The president that appears to being established is that if you want a national defense it can be based upon your personal income, thus removing it from a military status to a hired mercenary organization.

Instead of "PROVIDING FOR THE COMMON DEFENSE" , this proposal smacks of protection for hire, and only to those who can afford it.
